If you are going to a quinceñera, proper attire is either, dress, skirt or nice dress pants and top.

Dress pants/heels.
lots of accesories.
Boy-Dress pants and button down shirt.
not tucked in.

a dress (not too fancy) for a girl with either heels or flats. works either way. for a guy, just a nice dress shirt, dress pants, dress shoes and a tie.
